Every covered building in Denver owes the state a benchmarking report through ENERGY STAR Portfolio Manager by November 1 each year, along with $500 in annual fees, and must reach a 2030 performance target for its property type or a 29% cut from its baseline. Because Denver also runs its own ordinance, buildings 25,000 square feet and up report to the city by June 1 and face the city's interim and final targets as well; meeting the city's performance requirements counts as meeting the state's, but the state report and fees are still owed. The next deadline is November 1, 2026, when the benchmarking report, fees, and progress survey are due.
