How to file your Building Performance Colorado report

The steps to benchmark a Colorado building: ENERGY STAR Portfolio Manager, whole-building utility data, the BEAM portal, fees, and the progress survey.

The report itself is not complicated. The time goes into getting a full year of energy data for the whole building. Start there.

1. Get twelve months of whole-building energy data

You need every fuel the building uses, electricity, natural gas, district energy, and any others, for the full prior calendar year, for the whole building including tenant spaces. If tenants are separately metered, ask your utility about aggregated whole-building data; the major Colorado utilities have processes for benchmarking requests. This step can take weeks, which is why the window opens July 1.

2. Set the building up in ENERGY STAR Portfolio Manager

Create a free account at portfoliomanager.energystar.gov if you do not have one, add the property with its address, gross floor area, and property use details, and enter or connect the meter data. Portfolio Manager is EPA's tool and it is what the state reads from.

3. Claim the building in BEAM

Log in to the BEAM portal and claim your building using its CO Building ID, the number the state assigns on the Covered Buildings List. The ID is shown on every building page on this site. Claiming is what ties your Portfolio Manager property to the state's record.

4. Submit the report, pay the fees, complete the survey

Connect the Portfolio Manager property to BEAM as the portal instructs, submit, pay the $100 program fee and the $400 Building Decarbonization Enterprise fee, and complete the progress survey. Keep the confirmation. All of it is due by November 1.

Exact screens and button names in BEAM change from year to year. When something on the portal does not match this page, the portal is right, and the BEAM helpdesk linked from the portal is the authority.

5. Look at where the building stands

Once the data is in, Portfolio Manager gives you the building's site energy use intensity. Compare it with the 2030 target for the property type, or with 29 percent below your 2021 baseline. That gap is what the next four years are about, and if it is large, an ASHRAE Level 2 audit is the normal next step and is also what most of the relief options require.
